HMN Technologies Co., Limited (HMN Tech), in partnership with PT. Lintas Teknologi Indonesia, is constructing the PASELA cable system invested in by PT Telkom Indonesia (Persero) Tbk (Telkom). Serving as a critical communication backbone linking Merauke in South Papua Province and Tual in Maluku Province, the system is scheduled for commercial operation in the third quarter of 2027, poised to drive significant upgrades to communications infrastructure and fuel digital economic growth in eastern Indonesia.

With a total length of 1,100 km, the PASELA cable system integrates advanced equipment and submarine cables — including titanium alloy repeaters with ultra-high water pressure resistance and water-hydrogen tightness, and high-performance cables with ultra-low optical and electrical transmission loss. The network will markedly enhance domestic and international communication capacity as well as connection reliability in eastern Indonesia.
As the second submarine cable landing in Merauke, Indonesia’s easternmost region, the PASELA project will deliver vital redundancy for local communications networks. This will strengthen regional digital resilience, support Indonesia’s broader strategy to build a robust national digital backbone, and solidify its position as a key digital hub in Southeast Asia.
As a strategic initiative to advance information and communication technology services and digital telecommunications in Indonesia, the PASELA project will effectively expand high-speed network coverage in eastern Indonesia, accelerate the achievement of digital inclusion, and substantially reduce local broadband access costs. It will bring quality public services such as digital education and digital transportation to more remote communities, while unlocking the digital transformation potential of diverse local sectors, including energy, resources, and commerce.
